 The Moscow Terror Attack: Russian perspective (3/24)


From a Strategic perspective, the events following the victory of Putin. In the National Election of the Russian Federation bear significant parallel to the aftermath of the 9/11 attack, particularly viewed through the lens of international security dynamics. Russia, as a prominent security power, encountered a  terrorist assault on Moscow subsequent to Putin's electoral success.

The Islamic state of Iraq and the Levant's  (ISIS) Afghanistan fraction claimed responsibility for the attack, which reverberated across Afghanistan, Iran, Pakistan and neighbouring Central Asian Countries like Turkmenistan. Renounced for it's extremist ideologies and ruthless tactics, ISIL'S Afghan affiliate underscores the regional Security challenges posed by the radical groups.


The West Asian dimension of Russian Security policy mirrors as the challenges faced by the United States. Russian involvement in Syria and it's strategic alignment with various militant factions opposed to ISIL further complicates the security landscape. Recent attacks in  Afghanistan and Iran underscores the ongoing struggle against ISIL 's  presence in the region, highlighting the intricate interplay between state actors, no-state actors, and transnational security threats.

Russian Foreign policy towards ISIS is characterized by Mascow's a close collaboration with Syrian and Iranian military forces in Combating ISIS's presence in Syria, alongside an increased demand for Russian Private Military and Security Companies ( PMSC's) across the regions in Africa and Asia. The Islamic State khorasan(ISK) has consistently exhibited ambitions to establish itself as a recognised regional terrorist organisation, leveraging both political maneuvering and operational activities on a global scale. 

ISIL'S tactics in conducting attacks included the dissemination of propaganda aimed at projecting a facade  of increased operational capacity, often accompanied by anti-Russian Messaging this propaganda serves to attract recruits and facilitate large scale attacks.

From the Russian perspective, there exists absence of disstisfaction within the Kremlin regarding the perceived absence of any linkage between Ukraine and Pentagon. Concurrently, the Federal Security Service (FSB), inheritor of the KGB's legacy has conducted covert operational aimed at identifying the true origins of the attacks, with the Central Intelligence Agency ( CIA). But attack has raised question mark over the working style of FSB particularly.


In Central Asian Countries, indigenous Fundamentalist Islamist factions maintain a counter policy stance against Russian Security initiatives in the region. However, the ruling elite in these nations have not actively supported these factions, in the contrast to the situation in Iran , where certain radical Islamist groups harbour  distinct narratives. Despite this, Russia and Iran collaborate strategically,  particularly, in shaping the security of WANA region.

In recent years, the success of Russian military operation has been overshadowed by ISIL attacks, poisoning a challenge to Russia's Security policy and it's militantly supported operations in allied  or  non- allied nations. This dynamic is expected to impact Russia's negotiation  strategies within Central Asian Countries regarding collective security intiative and  forthcoming endeavours , necessitating a pro- active reassessment within the Kremlin , or concerning for the both domestic and global Security policies.
